I havent done this yet but on fogu.com/hm in the random events it says to have 250+ FP with Flora. You walk from Vesta's farm to the waterfall area between 11:20pm and 12:00am on a sunny day but not on a Sunday. Carter also can't be married.

If you miss what panda84 said they'll unlock after you're married. ( Not sure if you need a kid though ) and t unlock the second hot srping just hop in and out of the spring 100 times until Tomas comes up to you. But if you want to get harvest sprites in the Process stay in there for an Hour at a time.
