I accidently witnessed Flora's 3 rival heart events insted of her 3 heart events, but then I heard you could open the spiring by having a child. But does that open the one by the construction site or both... Im so confused

I have read that once you have a child, the spring will unlock (if you were unable to see Flora's heart events). I cannot verify this though since I did it before I had a child!
Only the 1st one. You can unlock the 1st hot spring by witnessing Flora's blue heart event or having a child. After using the 1st one for a hundred times, you will unlock an event where the mayor and the sprites are thanking you for patronizing the hot spring. So they decide to make another one.
