Is there a specific time that I have to arrive to get each of the heart events to work because I have been going every day at 730, 740 and 750 and I can not get it to work!

Um lumina's blue heart event what season should it be?
Now's winter in my game and a blue heart I've seen the black and purple events but the blue not yet it says that it should be sunny and 3:00 PM to 6:00 PM ... I tried it the Icon on my ds near the time says sunny
It's an sun not a snow man ... But not working...
