On the 3DS, there is actually a small slide switch on the right side of the machine that says "wireless". Slide it to the back once to turn on the wireless, you should see a small yellow light go on next to it. Slide it again to shut it off.

In the older DSi, there is actually a menu to go to. Back out of whatever game you're on and go to system settings, then wireless communications, then touch the 'on' bar and hit OK. There's a set of three lights at the top left hand face of the machine-a little yellow light will go on. That's your indication that your WiFi is on.

I have never played with a DSXL, so not sure which of the scenarios fit or if the XL uses a different mode.

BTW, it's a good idea to leave the WiFi off unless you're using it, as it eats battery power like crazy.
