"Special" just means it's hard to find. Try putting on the head makes or the red mask, if you have either, and just keep returning to the Dunes until Guan shows up. As always, if you have access to a second DS and the old FF game, it's much easier to find Guan AND all his body parts and shoot them over to the new game via the Fosil Cannon. Even after collecting them all, I have never found arms, legs or bodies for any of the special vivosaurs in FFC, unless they were complete fossils like Tanstro.
Good luck.
I heard that you can find Guan at Mt. Lavaflow. I havn't tried it yet, but I also heard that you can find Guan at Hot Spring Heights. In Hot Spring Heights, you can find this vivosaur near the volcanic holes where you can also find Dimetro, in the pay to dig site there(I heard), or you'll just have a really hard time looking for him at Dusty Dunes. I am 85% sure about this because I checked the Fossil Fighters Champions website, and then went to the muesum, and it said that you find Guan in Hot Stuff Bluff, in which I think is in the first Fossil Fighters. Hope this helped!!!
Listen don't belive anything the fossil museum says look up the dinos on fossil fighters wiki it's more reliable
It's better to just switch it over by the way there is a new ff for 3ds I think
