You must first beat the game. Once that is done, you need to complete ALL of the monster tests on Infant Isle and ALL ranks in the Xeroph Isle Battle Arena. After that, approach Solitare in her office to challenge her to a battle. Once you win, she gives you a key to the door in the sewers where you can fight and/or scout Estark (Last rank X material monster). Problem solved.
