Oh you need the Theif's Key. It's really easy to get: if you can get to Doughbridge, talk to Capt. Max with at least 4 mini medals and he will give it to you, as for jail cell doors, you need the ultimate key, which you dont get till you beat the Gittish Empire Jail Cell, which is near the end of the game. As for being able to pick locks, i had no idea that you could, so sry

Guest answered:

You can't pick locks. At all. There are three types of locks, and three keys.

Locked Chests-Thief's Key-Give four Mini Medals to Captain Max Meddlin.

Purple doors-Magic Key-Found in a red chest in the Mirage Mahal: Go to the top, exit out of the small room, go all the way around, exit in the back of the thing you came out of.

Jail Doors-Ultimate Key-Found in the Goretress, in the red chest in Goresby--Hogg's room. You can only get to it after killing Goresby-Hogg.

Hope that helps. Have fun!

Unfortunately, the thief can only pick pockets from monsters, you need the Thief's Key (opens chests) from mini medal collecting, the Magic Key (opens purple doors) from the top of Gleeba, or the Ultimate Key (opens anything) from the Goretress boss room.
