You will not be able to access Sunshine City for the majority of the game. When you finally gain access to it, it is through center bridge, not the green portal.
Halfway between the golden gate-chip and the green portal (At Dark Terminal), you'll notice a road going North-West, just follow it to get to Central.
During the Final Battle Quest, follow it until you see the dark portal, and enter it to view a scene. Then step into the newly opened portal (and the dark portal after that), to get to Sunshine City.
To return, step onto the green portal on Sunshine side and choose to return to Darkmoon.
