How do you get an egg also the thing about no having a high enough lvl did they get that from digimon world 2?

To get an egg, link with your friends through wi-fi.

The 'not high enough level' concept was taken from Digimon World 2, but it was changed a bit in this game. Your Digimon's Aptitude now effects your Digimon's level. The higher your Digimon's Aptitude, the higher the level it can get to.

In Digimon World DS, the max level is 99. You can Raise your Digimon's Aptitude by degenerating them, then training them again.
