How to get flamedramon higher than lvl 50 I want it 99 but is is still 50 and het can't go up anymore please help me

Degenerate and digivolve again it all depends on the altitude.
Keep diing it until apptitude is 99
You should have digivolve it to Veedramon and degenerate until it reaches 99. Then use the Digi egg.
