You find it in Transfield at the very last place once you get the quest Gaia Origin Challenge
You have to defeat EXOGrimmon then you must take the union quest for defeating the Gia Origen and go to the part where it looks like Thriller Ruins.
Get a Pagumon in Thriller Ruins, train it on Dark typed Digimon, digivolve it to DemiDevimon, keep training on Dark typed Digimon, degenerate it to Pagumon, if you have trained it on Dark types, you should have enough Dark Exp to get Impmon. Digivolve it to Vilemon when you can, then to LadyDevimon, then to Lilithmon.
