I am unable to get a Piedmon. I can nither digivolve Matadormon or DNA digivolve it on either Dawn or Dusk. Can anyone tell me?

Two things are required, make sure you have them both.
1. Get Matadormon to level 55
2. Befriend both Piedmon and Puppetmon, which can both be found in the factory section of the Shadow Abyss, I'm pretty sure.
