Its easy just sneak up behind him and scare him be sure to be careful he packs a punch. Or you can chuck a rock at him run and then sneak what ever you think is more fun
The best thing to do is sneak up on the dragon then bark or screetch and they will faint and you will obtain the skin but beware! Be quick as the dragon only faints for a short period of time and so if it wakes up and finds you are nearby it will attack you.
