How do I unlock all characters? Am I supposed to use the spy camera and if so where do I find the spy camera codes?

There are some awards that unlock some the cars like in tokyo arena get to the top of a sky scraper to unlock profeser z.Theres not a code that unlocks all characters. If you go on garage it has the cars and tells you how to unlock them. Then go on awards and it has the acheviments needed to unlock them and tells them. Hope this helps
