Just start building houses but not to many then just rise the tax but remember to keep it in the green

Before you get to that get lots of achivments so you uncover the area that his base is in. Then build battle ships fill them with troops and wait untill you have to beat him then take out the his main base so that he can only send one battle ship at a time.
