Go to building screen. Then to the menu from the shipyard and the market. Then the waterpump is on the left side.
You first have to unlock the waterpomp from the orients technologies.
You become city level 3 and choose the technology that looks like a water pump
Well first of all you must have city level 3 which should have 800 inhabitants and the tech tree appears choose the middle one plus water pumps are great for fertilizing land if you want to do this find a island with an item with a drop settle on it and build a water pump
