The Environment on Animal Crossing: Wild World

I read that in order to get the golden watering can, you have to keep the environment perfect for 16 days. What does that mean, "keeping the environment perfect."? How do you know when it's perfect? I have several flowers and trees planted, and I keep all of them watered. I also pull all the weeds, and leave no trash on the ground or buried, so how do I win the golden watering can?

It's really hard to do, because sometimes there are weeds hiding behind trees. I think you also have to dig up all the pitfall seeds, Fossils, "oids" etc... Make sure there are enough trees around, not too many or too little. Make sure you don't pick the flowers, either.
