How do you get that poodle barber? And is there really a pet shop?

To get Harriet ( your poodle barber ) you have to first make Tom Nook expand his shop until it is called Nookington's. Then he will have extra space IN THE STORE and Harriet will open her shop there.
You get Nookington's when you give him 250,000 bells.

I don't know about the pet shop, but Tom Nook's Store gets a barber shop after you spend enough money there.
