Pete will randomly be flying overhead at either 9am or 5pm everyday. You can shoot him down with a slingshot.
As for getting a dog in your town, you can be mean to your neighbor, then they will move out, but a new animal must take their place. One of them might be a dog(:

Well he comes around 9am and 5pm so you can use the golden slingshot or thr slingshot so when the ball hits him he will yell and crash land somewhere in your town then he will speak to you and the more you hit him the more cool things he will tell you like he has a crush in Pelly and her sister and you only can get the dog as a neighbor not as a pet
