You can buy it at tom nook's shop, and the designs on the paper vary every day. To reply to a letter, you need some stationary of your own, and you can write your reply letter by letter, on 4 lines, and then you take your letter(s) to The Town Hall and go up to the desk on the right and talk to Pelly/her sister.

Make sure when you want to write a letter that the right side of your screen where mail is kept isnt already full. Then buy a stationary pad from Nook, each pad has 4 or so letters before you run out and have to buy more. Pick who you want to send the letter to in your town, type the letter. It will appear on the right side of your menu in BLUE, letters sent to you are pink. Give it to Pelly by clicking "mail a letter" and dragging the blue letter onto her screen. Done! Hope that helps
