I haven't met him, but I've heard that wisp is still in the game (mianly because I hardly ever play during the early morning... Even though I time travel... It's rare for me to do that, but yep, I think he's still there...

Wisp is only in the Gamecube game Animal Crossing, not in the DS game AC:WW

Wisp is a ghost. I believe he only comes on the GameCube. And he only comes when you have a lot of weeds. Hope this helps!
