How do I get scrooge pass the rat and the mouse so I can get up to the scales?

You need to wait for the rat to move beyond where you are going. It takes time, but you can do it.
Put the nuts & bolts into the right hand scale dish as you put them in the scales will go down, Scrooge will jump onto the scale dish, when Scrooge is in the scales put some nuts & bolts into the left hand scale dish and Scrooge will get thrown onto the table.
