If you want a Rotom in White go to Route 15 go inside the trailer a scientist will be in there and will ask you to trade a Ditto for her Rotom. You can find a Ditto where the Big hole is (Outskirts of Lacousta town).
You could find a Ditto from a level 40-65. After you caught it give it to her then you have your Rotom!
