Legendary Pokemon Locations

Lugia: After obtaining the Tidal Bell and Silver Wing go to Whirl Islands and after a lot of mazes through the caves on the island you will find a Waterfall Room where you will meet the Kimono Girls and after they dance Lugia will appear and you get the chance to catch it. P.S. Catching Lugia will be easier if you save the Master Ball you get.

Ho-oh: After beating the Elite Four go to Pewter City and talk to the old man standing on the platform. He will give you a Rainbow Wing. Go to the Bell Tower in Jhoto and give the guy next to the ladder the Wing. After a LOT of jumping and teleporting you will find Ho-Oh and battle it.

Raikou and Entei: After going to the Burned Tower Raikou and Entei will start roaming Johto.

Suicune: After visiting the Burned Tower you will find Suicune at random places around Johto AND Kanto, so it is not possible to battle Suicune before defeating the Elite Four. After seeing Suicune at the places it is found you can meet it at the area where you first met Gym Leader Misty.

Latios: After meeting Copycat at Saffron City to find her Pokedoll, go to Vermillion City's Pokemon Fan Club and you will find the Pokedoll on the table in the middle of the building. Exit the Club and you will meet this guy (I forgot what his name was) and he will tell you about Latios. After he leaves Latios will start roaming Kanto.

Zapdos: After getting all 8 gym badges from Kanto Zapdos will appear outside the Power Plant.

Articuno: See above. The only difference is that Articuno will be at the Seafoam Islands.

Dialga and Palkia: Transfer an Arceus from Diamond, Pearl, or Platinum and take it to the Ruins of Alph. You can choose only one of the two.

Manaphy: You will need a copy of Pokemon Ranger: Shadows of Almia. After completeing the optional quest "Save The Manaphy Egg", transfer the Egg you recieve to Diamond or Pearl (not Platinum) and transfer it AGAIN to Soulsilver. It will hatch into Manaphy.

Phione: Leave a Manaphy and Ditto at the Daycare, and recieve the egg obtained and hatch it.

MewTwo: Go to Cerluan Cave and at the back of the maze of gems you will find MewTwo.

Mew: You will need a Wii with My Pokemon Ranch downloaded. After giving Hayley any Pokemon Egg she will give you a Mew. Transfer it to Diamond, Pearl, or Platinum (Platinum Is Japan Only) and trade it to Soulsilver.
