1.First you MUST have the national pokedex.and a Pokemon with rockclimb no excape ropes

2.Then go to veilstone city

3.go south to route 214

4.you will see a new path open called spring path

5.go in there go west climb the wall you will see water and a dock go in the grass on the sides to the other side of the water climb the wall and go in the cave you will have to have rocksmash tought to a Pokemon too. Hope this helps!!!!!
