The only way to unlock these characters is by having either Pokemon FireRed or LeafGreen version in your GBA slot.
Unlock Elekid:
With FireRed in your GBA slot search in the Power Plant.
Unlock Magby:
With LeafGreen in your GBA slot search in Hard Mountain.
