One of the best ways to get kecleon is to make a wish for it in wish cave use a charizard for it's heatwave and mewtwo and Mew for thier quick level up. The more Pokemon you have makes it easier to get kecleon but you will get it on level one so you have to train it. Also if you already have recruted Jirachi just send him off your team he will be in wish cave again. When you make a wish pick something good you will get a Pokemon currently not on your team but it is random so get lots of Pokemon to make your chances higher for Kecleon.
