I'm sorry but no matter what level your Pokemon are but they just cannot evolve. But they will evolve ahead of the game and I know when. After you have deafeated Rayquaza,(the legendary Pokemon in the Sky Tower on "Sky Tower summit 9F) the leader of the rescue team,(which is you)goes up into the sky and the credits are shown,when the credits were shown, I thought that I've finished this game, but I was wrong, no there's a whole new game after the credits.After the credits you end back in your team base and the next day you need to go to Treasure Town and you'll see that Snubull has evolved into Granbull and then you have to go to that pond where Whishcash is and there you'll find a hole in the ground.You go in that hole and you go alone and you need to take 2 items and then you'll evolve!(if your level and IQ is not high enough,you cannot evolve yet!)
