If you put that in actionreplay you have to press L+R at the same time. You will find a guy in green, talk to him. He will give you the flute.. You also need to have the national dex. You get it by having seen all the sinnoh pokemon.. Heres the list..

Or whatever it's called..) and it will ask you to play the flute.. Say yes and wait for a few seconds.. Then a staircase will appear.. Go up the staircase and you will find arceus there.. I would suggest using a masterball at it.. If you don't have one.. Try weakning it and making it fall asleep then chuck an ultra ball at it.. But I havent tried doing that.. I used a masterball to capture my arceus.. (actionreplay helps to get a masterball..) here's the actionreplay code for max masterballs....
