Ok this is the hint:you need to battle the boss at the veilstone city building and I you beat it he will give you 1 masterball for free and he says: ok you can release azelf,mespritand uxie if you done it go to route 208 and go to mt.coronet and use rock climb then go upstairs and the cover which blocks the way vanished go upstairs again or watch this video on youtube I hoped I helped you guys!!
