First off, lower the Legendary Pokemon's HP as low as you can. After that, make the Legendary Pokemon fall asleep. Finally, use Ultra Balls to try to catch the Legendary Pokemon.
If the Legendary Pokemon should wake up, make it fall back asleep and continue to throw Ultra Balls. Repeat this process anytime the Legendary Pokemon should awaken.
