The easiest way to defeat Piccolo Jr is to fight Wolfman before the final match. Then, so you inflict more damage with your melee attack get Goku up to level 10 before continuing and during the match with Piccolo Jr. Do not use items or your Combination or Kamehameha techniques. Instead, use the After Image technique which will increase your evading ability making you difficult to hit. Keep using your After Image technique, guard and hit him and you will defeat him quickly.
