Golden Slingshot and a question

First of all, a balloon with a present appears every once in a while if the last digit in the time is a four. (Example, 1:34 pm).

And balloons only appear during the day in good weather. After you get about 10 to 15 balloons, the next one will carry a golden box, with the golden slingshot inside.
