I'm pretty sure you have to go to the pirates fortress to get the hookshot. East of great bay coast, be the zora and go to the bottom of the lake, go all the way east and you will find a couple of boards with skeletons on them, slam into the second one to find the entrance of the pirates fortess. Go in there and jump into the water but don't jump in front of the boats or you will get kicked out, go to the other side and climb slowly out of the water, watch for the guards, and run out in front of a big circle yellow thing, be a goron and do a goron pound on the circle thing. It will open a gate underwater, go in there. After going through a bunch of rooms and stuff( it's easy to figure out) you will find a room where there is an opening with bars on it, a bee will fly through it and into it's nest thing. Then you will hear the pirates talking abou the zora eggs. Hit the beeshive with an arrow and they will fly down and scare away the pirates. Go to that place where they were and you will see a treausre chest, open it and you find the hookshot!!
