I'm stuck in the water level I filled it up all the way to the top but I can't get it to reset how do I do that.

You have to wear the iron boots and go down to the bottom. Go into the room with the torches in it, which are obviously not lit. Float to the top and you will find one of those triangles where you can drain the water. I'm not sure if this is right but it might be. If it's not just say so.
