Question for Zelda 64: Ocarina of Time

I beat the octopus thing and I got on the platform to go up. I didnt see ruto.(I havent played it in a few months since I beat it) I looked every where I even went back to the place with the king and she wasnt there and I still don't have the spiritual stone. Where do I go/what should I do??

You beat the miniboss, the Big Octo. You still need to beat the final boss, Barinade. You didn't get the Kokiri's Emerald before beating Queen Gohma, and you didn't get the Goron's Ruby before beating King Dodongo, so why would this dungeon be different?

Ruto is waiting for you after you slay Barinade.
