It's in the Graveyard - in Dampe's grave - the one on the far left closest to the Magic Beans location - enter it and beat Dampe to the finish of the race!

You have to go to the graveyard in kakiriko village and find dampe's grave.
Inside he will challenge you to a race, move fast and stay up with him and at the end of the race you will get the hookshot, that will enable you to get into the forest temple.

Go to the graveyard an push a grave (sorry I can not remember which one) and you will find a hole enter it and you see the ghost of dampe.
He will challenge you with a race.
Win and you will recieve....... you will see ;)

Get the Hookshot from Dampe's race then go to the forest meadow and use it on the tree that hangs form the Forest Temple then you're at the Temple!
