In the ice cavern Navi turns green by the giant ventilator. why? and will Zora domain ever melt away?

Well, either there's a scarecrow there, make him popup by playing the scarecrow song.. OR It'll be a time block, so play the song of time to make it appear... Or it's a big fairy play the song of storms to make it appear.
And yes it'll probably melt away but not in the game.

Go to where Navi is and play the scarecrow's song or the song of storms. Pierre (one of the scarecrows from Lake Hylia) will appear.
