To get the Piece of Heart in the alcove on the wall inside the volcano, you have to climb down the wall to get it. When visiting Biggoron/the Great Fairy (who gave you the ability to use magic) at the top of the volcano path, enter the volcano and head for edge of the cliff (left of the wooden plank). Then edge towards the edge, and you should automatically start climbing down the wall. Climb down to the Piece of Heart and get it.
If you planted a Magic Bean in the soil as a kid (near the warp pad), you can get to the other side quicker. The same applies if you have the Megaton Hammer from inside the Fire Temple (destroy the boulder on the ledge near the ladder).

This Piece of Heart is supposed to be obtained when you're an Adult, so that you can use your fire-resistant Tunic and get it easily. But if you want to get it as a Kid, you'll need to have collected several of the Pieces of Heart beforehand. Then enter to top-side of the volcano, bomb the boulder blocking the hole in the ground, enter, exit, head for the wall and climb down to the Piece of Heart, then climb up and head back into the hole before the timer runs out. Or you can just grab the Piece of Heart, then jump into the lava. Or save your game, restart, and load your game up again.
