I've never heard of being able to nor have I ever played as Raichu so I'm pretty sure no. :/

No you cannot. The only Pokemon character you can fight as is Pikachu.

Guest is wrong. The only 2 Pokemon characters you can play as are jigglypuff and pikachu. Jigglypuff is unlockable.
Pikachu is obtained at the start.
I GOT THIS COVERED don't SAY THAT YOU can't PLAY AS JIGGLYPUFF I HAVE A GAMESHARK WITH THE HAVE ALL CHARACTERS CHEAT ON IT JIGGLYPUFF IS A PLAYABLE CHARACTER IF YOU MANAGE TO UNLOCK IT OR USE A GAMESHARK!.

It is true that you can play as jigglypuff. All you have to do is complete the campaign once.
You cannot however play as raichu

There is a different game on 64 where it's same fighting battles, different set of characters. I've played it as raichu, and when multiplayer he has a pom pom on the end of his tail

You have to play as Pikachu on hard with only 3 life's. If you win then yes you will become Raichu .
