You need to have about 10 stars to get the Wing cap switch course open. When you have around 10 stars in the middle of the castle hallway there should be a beam of light. Look into it to enter the Wing cap course. Remember to go back there later for the 8 red coins.

Hmm... Well, I think after triggering a certain event in the Bob-omb world, you should walk out into the lobby of the castle and see a light being shone from the seiling onto the round rug. Step on the rug and you will be teleported to a level with the ? Switch. If you don't get teleported by stepping on the rug, then press the X Button to change the camera to 1st person view and look at the source of the light to get to the level.

But then again, I really don't know how to get the light to shine.

I forgot to answer your Luigi question...

Well, you can't save him from doing the "Luigi in the Cage mission". To do that mission, you have to use Luigi's special Power Flower ability to get through the cage.

Enter the Castle and stand on the color shaped circle just after you enter the door. From here stop and press the yellow up arrow on your controller, this will make it so mario can look around from one spot. If you look at the cieling where the light is comming from up above, you will enter the area where the red switch is. You start out flying in this area, so you need to land on the castle looking tower in the middle of the world to stomp on the red switch.

Once you enter the castle from the main entrance - notice to the sunlight - take a few steps forward - then look up at the light - VOILA.....

As for saving Luigi - uh - that ain't possible - Luigi isn't a part of this game man!

You can't save Luigi because Luigi isn't in this game. You're probably thinking of Super Mario 64 DS. And, by the way, the clock is level 14. I don't want to be repetitive so I won't answer the switch question because it's already been answered.
