You can't acctully get ho-ho or luigia. You would have to transfer it from Pokemon gold or sliver or crystal(I don't know if it does work with crystal)using the N64 gameboy transfer pack. If you don't have one look in used stores that still sell N64 games.

The only thing you can do is transport it from Silver Version and Gold Version.This applies for Mewtwo and Mew as well.

You get them by tranfering them from Pokemon gold and silver.

You can't. Trade only from Pokemon Gold/Crystal/Silver.

You can only get them by trading from G/S/C game boy games other than that is a cheat device
