You have to beat the elite 4 and unlock the r-2 section of the game and enter the prime cup

OR

You can transfer them in from your gold/silver versions

You have to beat the gym leader castle,the stadium and the classroom (earls academy) then beat rival he has mewtwo ho-oh and Lugia baccialy beat R-1 then you get a fardfetch'd that knows baton pass for gold/silver versions Whichever one you have.

For Lugia and ho-oh you need to trade from G/S/C and for mewtwo and Mew you need to trade from R/B/Y.
