If your lens do not turn red, it is not a sign or you haven't done it right. You have to have the thing in the valley you get by hitting the mankey to take the sign pictures.
Either you haven't spoken to Professor Oak about it at the end of the Valley course, or you're not getting the red blip that's supposd to show up on the camera lens.
It wouldnt work for me at first either, so I went and talked to the professor again, and I started to work after that
Lol I love how this thread gets a new answer every six years but... Yes, went back to try out a childhood fav. This is driving me nuts. Help that someone here even said that there's supposed to be a red blip thing, because I don't have it... However when I tried going back to the lake no one was there, since I had after all already been there. I have all the items (Apples, Pester Balls, Flute, Dash Engine) and I have found most of the symbols, but any photos just show up as "No pokémon in this picture" or whatever.
Are you on an emulator? I too have this issue and am playing a emulated version. Beaten this game many times on multiple different cartridges, first time emulating it and first time seeing this bug. Perhaps a antipiracy measure or bug in the emulation.
