To open a gate you have to get a Pokemon to step/fall on a red switch. In the Poliwag/Slowpoke level you will see a switch near the end neat the gate. Through a Pester ball OVER it. A Porygon will pop out and land on the switch. In the Mankey level you have to hit a Squirtle near the mountain after the whirlpool where you find Dragonite with PKMN food or Pester ball to hit the Mankey up top. He should fall over the mountain. Then when you see him again he should be close to a switch hit him with a pester ball and he will roll onto the switch. Hope I helped better than he did.
