In the N64 game Paper Mario, after you beat the cloud boss you are supposed to go to shiver city. Merlon says to use watt and a new ability to get to the door in toad town underground tubes. Well, what's the ability and how do I get it?

You need the super boots. Go to the place underground, where the blue door is. Hit the now visible blocks ( because of watt) With your new ability. Presto, you're there!
