You should be able to go high enough so you a rock blocking the way. Go down the stairs and go to the other side of tower. Then go right and your camera view will change and you will see a rock. Bomb it with bombette and there you go.

Wasn't there a bomb girl that blows up a rock and then you climb the stairs if this is wrong I am sorry I havent played in 5 years. You are at the part with the clouds right

Give a bubble plant the bubble berry then it will make a big bubble ride on it then follow the path to the sun tower go into the door hole thing at the bottom and use that bomb girl(bombete) to blow up the rock then go upstairs.
