The Stabilizer is in Mizar's Palace. Find all the Tribals then talk to their leader.
Vela's Hatch Key is located in Goldwood Lodge. Near the and of it, there should be a cliff. Jump down and enter the door to find it.
To find the Power Cell, go to the Water Ruin. Give Ivana the Earplugs from the SS Anubis Floyd Mission, and she'll give you the piece. She's on the middle island in a small crevice in the wall.
