Youll see a hole close to the dog underwater.Swim inside and youll have to do a series of tasks to Mr.Cog.If you need help with this just ask for Mr.Rocket,IL be glad to help you.
You have to svim into a hole near the dog fish, then talk to mr cog then when you are finished the tasks for mr cog. You must go up in the tower. When you are on the top you see a spake then you know what do do.
