I think what you are supposed to do is there are 2 enterances to the fire side from the ice side that one is on top of the other and you have to enter the top one and you follow the path. I could be wrong though :(

You have to find the flight pad (cracked building, stand bear it and the dragon will smash it to pieces.) and then fly around until you see a landing place with the switch inside... Make sense?
